
Albania has reduced the prices of excise tax stamps for goods such as beer, tobacco, and alcohol by up to 25%, effective immediately.
The official gazette published a decision outlining new security features and prices for the fiscal stamps.
The price of stamps for beer has fallen by 20% to €17.22 per 1,000 units, down from €22. Tobacco stamp prices have been cut by 25% to €15.65 per 1,000, from €21. Alcohol stamp prices are down 16.5% to €25.05 per 1,000, from €32. Wine stamp prices are now €25.04 per 1,000.
The decision also details security features for tracking the stamps, including secure backgrounds, microtext, and colour-changing effects. Digital security elements will include unique identifiers and 2D codes for monitoring product movement. A 2D code alternative is available for the soft drinks industry.
Until December 2024, the production of fiscal stamps was carried out by a concessionary company. Following the expiry of the concession contract, a new company, supported by the United Arab Emirates, will handle production using modern technology. Production is expected to have started in March.
The Ministry of Finance and Economy clarified that a transitional period, following the end of the concession, allows businesses to use pre-ordered stamps until 31 March 2025.
