
Albania is set to become a European pioneer in digital public procurement, with 95% of the process to be AI-powered by 2026, Prime Minister Edi Rama announced.
Speaking at the Franco-Albanian Week event, Rama said the system, developed in partnership with Microsoft, will eliminate human contact in nearly all procurement stages, boosting transparency and efficiency.
“We’re building the first 360-degree AI procurement model in Europe,” Rama said. “By the end of next year, we expect it to be fully operational. Then, no EU Mediterranean country can accuse us of lacking integrity — we’ll set the standard.”
The project is part of a broader AI-driven modernization of governance. Rama highlighted upcoming green-energy-powered data centers for tourism and trade, alongside AI-assisted alignment of Albania’s legal framework with EU legislation.
“Transposing EU laws manually takes armies of lawyers and years of work,” Rama said. “With AI, we’ll do it in real-time, surpassing Croatia’s seven-year accession timeline.”
The government is also using AI to streamline outdated or conflicting laws, working with the Ministry of Justice to resolve legislative overlaps.
