
The EU has unlocked €922 million for Albania, but the cash is coming drop by drop. This year, only €45 million is set for investment—just 4% of the total.
The money is part of the EU’s Growth Plan (2024-2027), but Brussels won’t pay without proof of reforms. In 2024, Albania got nothing because the reform agenda was approved too late. Now, the government hopes to unlock more, but the EU is watching closely.
The biggest slice—€267 million—goes to justice reforms. Other funds will support business (€209m), education (€189m), digital growth (€127m), and green energy (€127.8m).
Albania must deliver results to get more. Until then, the cash flow stays slow.
